Columbia University Medical Center Facilities Management

Parking at the Columbia University Medical Center Campus is extremely limited.  There are less than 1,000 parking spaces and over 10,000 employees and students commuting to the Campus daily.  The following is an explanation of availability, eligibility and cost:

AVAILABILITY & ELIGIBILITY

1. Columbia University has the following five (5) parking facilities:

  1. One outdoor/indoor lot behind the Russ Berrie Pavilion on Audubon Avenue between W. 168 & W. 169 Streets;
  2. One outdoor lot on the top of the George Washington Bridge Bus Terminal on Broadway/Ft. Washington between W.178 & 179 Streets;
  3. One indoor garage at 100 Haven Avenue (on Haven Avenue at 171st Street);
  4. One outdoor lot in front of 722 West 168th Street; and
  5. One indoor garage at 1130 Saint Nicholas Avenue between St.Nicholas and Audubon Avenues at 167th Street

2. If available, parking spaces are provided to Columbia University faculty, students and staff. Parking for Presbyterian Hospital, Neurological Institute, Psychiatric Institute and Service Corporation employees is available at the GWB facility only (and again, only if space is available).  Applicants who live in campus housing or in the surrounding neighborhood are not eligible for parking.  Spousal/ same sex domestic partner parking is available to those in campus housing but is restricted to overnight and weekend hours only.

3. Parking assignments are made by the CUMC Parking Office.  Applications should be submitted at least two weeks before the space will be needed to allow sufficient time for evaluation and processing.  This also allows time for the applicant to make alternative parking arrangements with a private parking garage if parking cannot be offered by the University.  The Parking Office maintains a list of alternative, private parking lots in the surrounding area.  The list can be seen on the CUMC facilities website listed below.  Copies are also available at the Parking Office.

4.  nyone requesting parking must complete a parking application.  Parking applications can be obtained at the Parking Office at P&S 2-460; or on the CUMC facilities website at www.columbia.edu/cumc/facilities/

5. Completed applications must be submitted to the Parking Office at P&S 2-460 with a copy of the applicant’s valid driver’s license and current vehicle registration.  Applications must be signed by the department chairman, departmental administrator or dean in order to be complete. Applications will not be considered until they are complete.

6. Applicants are evaluated based on the following criteria:

  • Place of residence:  Applicants who live on campus or in the surrounding neighborhood are not eligible for parking
  • Commute:  Applicants commute to the Medical Center Campus must be a severe burden via public transportation
  • Hours:  Very early or late hours at the University are taken into consideration, but only if the applicant can demonstrate they are worked on a consistent basis.
  • Position:  Position at the University is also considered.

7. Priority for parking is given in the following order:

  • Handicap employees and students receive top priority
  • FacultyIf space is available, full time faculty are normally approved for parking although lot assignments are determined by the CUMC Parking Office.
  • Postdoctoral Students:  Since post-docs have no fixed hours of work; priority is given to those who perform lab duties late into the night
  • First year students:  Because of their unfamiliarity with the neighborhood, first year students who commute to the Campus are given priority parking for one year.  After the one year, his/her parking is reevaluated.
  • Staff:   After the above population is accommodated,  remaining spaces are allocated to staff   
  • Seniority:  Number of years working at the Medical Center along with position/ title is taken into consideration.

8. Lot Assignments:
Once an application is approved, the CUMC Parking Office will assign a space at one of the available parking facilities.  All decisions regarding lot assignments are final.  Once a space is offered you have three days to decide if you want it or not.  After three days you must reapply.   The CUMC Parking Office maintains a waiting list for parkers who wish to move to a closer parking lot.  You must currently be assigned a space if you wish to be placed on the waiting list for a closer lot.

COST

1. Following is the cost of monthly parking at each facility. Fees are subject to change and there is an 18.375% tax rate added to the monthly fee. Manhattan residents who have a New York City Department of Finance parking tax exemption form on file with our office are taxed at a lower rate. Please note that part time rates are only available to students, part time faculty, and part time staff.

2. Parking fees are billed monthly and are due by the close of the following billing cycle.  Payment can be made via payroll deduction (pre tax in most cases), personal check, MasterCard, or Visa.  FAS account is not accepted as payment for employee parking due to tax withholding consequences.

3. Accounts 90 days past due will automatically lose their parking privileges.


GENERAL PROCEDURES

Once an applicant is approved for parking, the following procedures apply:

  1. Parking is limited to the parker and vehicle of record only. No subleasing of parking space is permitted. Parkers are issued a parking sticker or access card.  Stickers are to be placed on the back of the rear view mirror.
  2. Parkers who terminate their affiliation with the University are not eligible for parking and must relinquish their space no later than the end of the month in which they cease to be affiliated with the University.
  3. Parkers who use more than one car must state so on their initial application and must submit a copy of the second car's registration with their application.  Only one car will be allowed in the lots on any given day.
  4. Parkers who change cars or add new cars must register them with the Parking Office at P&S 2-460 (or by emailing Janet Salinas at js1836@columbia.edu) and receive a new sticker for the vehicle. Non registered vehicles are subject to be booted.
  5. Changes in address and other updates of information should be made to the Parking Office at P&S 2-460 or email at js1836@columbia.edu.  Parking assignments are subject to reevaluation when there is a change of address. 
  6. Other than for reason of sabbatical or long-term illness, faculty and staff may not suspend or place their parking on hold.  
  7. Parkers approved for part-time parking can only park on the days indicated on their application.  To change the days, parkers must submit their request in writing to the Parking Office for approval. 
  8. Students parking part-time will be reevaluated each semester.  At that time, parking locations are subject to change.
  9. Central Parking Corporation provides insurance for individual car owners if the car is damaged or theft occurs while the car is parked in the lots.  Central Parking Corp does not assume responsibility for removable radios and other equipment and personal items left in cars.  Keys must be left with the parking attendant if Central is to assume responsibility for the car.  Self-park cars are not the responsibility of Central Parking or the University.  All damage claims must be reported to the attendant or manager on duty before the car leaves the lot. 
  10. The University reserves the right to refuse admittance to the parking lot or "boot" any car, which is not the car of record or is a parker's second car if his/her primary car of record is also parked in the lot.  There is a $200 cash fee to remove the boot.
  11. The University reserves the right to refuse admittance to the lots to anyone who does not possess a parking permit on the reverse side of their rear view mirror or possess a valid access card.
  12. Only students may suspend their parking account for the summer term.  The Parking Office must be notified in writing prior to summer suspension.  The Parking Office must receive stickers or access cards before the account is taken off billing.
  13. Parkers who wish to cancel their parking account must do so in writing.  Cancellations will be processed upon receipt of the letter and parking sticker or access card.  Parkers are liable for parking charges until the Parking Office receives written notification.
  14. Courtesy parking is available for guest and special visitors to the University for a Fee.  Requests for guest parking must be made in advance by completing a Guest Parking Request Form.  We cannot guarantee that parking will always be available for guests.   15. Shuttle service is available to the GWB/178 Street facility Monday-Friday, 7:00 a.m. to 9:30 a.m. and 4:00 p.m. to 6:30 p.m. every 15 minutes.  After 6:30 p.m. Columbia University’s Security department will provide an escort if requested.  To request an escort, please call the Security Department at 212-305-8100.
  16. Due to the severe space restrictions, parkers who falsify their applications, allow others to use their sticker/access card, park more that one vehicle in the lot at a time, or use their space for long term vehicle storage, will lose their parking privileges.
